As the UK Government reduces Official Development Assistance (ODA) from 0.5% to 0.3% of gross national income (by 2027), it is reprioritising spending to address the most pressing global needs. This gradual reduction allows for programmes to be reshaped and aligned with evolving priorities. With a reduced ODA budget, FCDO is prioritising support to humanitarian crises, while continuing to invest in climate, nature, and global health through both bilateral and multilateral channels

The CLEAN Helpdesk integrates gender equity, disability, and social inclusion (GEDSI) through all technical assistance (TA) requests to advance more effective and sustainable climate, environment and nature (CEN) outcomes. This note captures findings on how we have mainstreamed GEDSI through the programme and consortium, significantly increasing our level of ambition, and avoiding the pitfalls of GEDSI becoming a ‘tick-box exercise’ or a ‘nice to have’. This report offers a series of recommendations to be considered by BLRS to ensure that women (and other excluded groups) equally benefit from irrigation investments. Documentary evidence from Syria and elsewhere recognises a current dearth of studies on women’s involvement in irrigation in Syria. Independent and rigorous evaluations of GEDSI and irrigation interventions are needed to understand what works and what does not work. These are lacking not just in Syria and the MENA region, but globally.

The CLEAN Helpdesk supported the Lebanese Centre for Energy Conservation (LCEC) and the Ministry of Energy and Water in developing Lebanon’s National Renewable Energy Action Plan (NREAP 2025-2030) with funding and guidance provided by the FCDO British Embassy in Beirut. The document offers a comprehensive review of the development of renewable energy in Lebanon over the past 14 years, and proposes actions to carry the country forward in the next five years. The long-term objective is to achieve the target of 30% renewable energy in the country by 2030.
